The Leachate Loophole in New York State
Our investigation reveals how regulatory gaps allow toxic landfill “garbage water,” known as leachate, to enter New York’s waterways. This toxic liquid contains PFAS, heavy metals, pesticides and thousands of other chemicals.
Between 2019 and 2023, more than half a billion gallons of landfill leachate were sent each year to municipal sewage treatment plants that are not designed to remove these contaminants. Nearly one-third was discharged into rivers and lakes designated as drinking water sources, including the Hudson River, Mohawk River, Lake Ontario, and the Niagara River.
